how would i say this in English?

would a "weak" law be ok?

A weak law doesn't sound too bad, but I think it's OK to say a 'lame law'. Especially:
That law is lame.

Una ley coja is an incomplete law, or a law that is not useful without other complementary law. The cojo part is the law lacking fundamental provisions that give full sense to the existing provisions or a law with built-in loopholes. I'm interested to know how to convey the same meaning in English.
