It means, how annoying! in part Colombia, but I would like to know if it is used elsewhere.

This is used in Central America and in Mexico.
It can be translated using stronger language (cursing). The word itself can also be injected into a phrase as a filler. |
I've never heard it in Mexico where I live, but it might be used in some other regions; probably the South-East, which has a lot in common with Central American countries. :D

My first-year roommate at university (mid-late 1970s), who was from Venezuela, often used this expression. He also used "esa/esta vaina" to mean "this/that stuff/thing".

I have heard vainoso too. As an adjective to mean annoying (I think) or a noun to mean thing.
