Mantener a raya

I think it means to keep at bay. Is this a expression used in Latin American Spanish?

It is in Mexico.

- A los niños hay que mantenerlos a raya, o se te suben a las barbas.

* "Subírsele a alguien a las barbas" -> to get cheeky with someone. :D

"Matener a raya" is used everywhere.
