‘Las recomendaciones pasan por que el centro disponga de un comedor con monitores, así como de una nevera para guardar las fiambreras durante el día y de uno o más microondas para calentar.’

Is the above sentence using the verb and preposition ‘pasar por’ or is it possibly a misprint, and therefore should be ‘pasan porque’?

It's not a misprint. They are using "pasar por", as if it were a place, but since it's an action instead of a place, then there is need for "qué" as a linking word.

Recomendations include a big range of aspects, including the installation of all these devices.

Thank you for your help. Is it correct that ‘pasar por’ simply means ‘incluir’ here?
Would the following sentence be an accurate translation:

The recommendations include that the school has a canteen with supervisors, as well as a fridge to store the lunchboxes during the day and one or more microwaves to heat up (the food).

Although it could be replaced by "incluye", the list of reforms that will be made is underlined by the expression "pasar por".

- Para llegar a casa, paso por la avenida 1o. de Mayo, la calle Azalea, y el Callejón del Tigre.
- La fabricación de un automóvil pasa por muchos procesos; entre ellos, la compra de los materiales, el ensamblaje del motor y la pintura de las partes plásticas.

You can also say "to go through", I think.
