Una portavoz policial ha explicado que dos personas que viajaban en una moto habían robado el bolso a la conductora de un Seat Ibiza rojo, bien abriendo la puerta o bien por la ventanilla y habían escapado a toda prisa.

“bien abriendo la puerta o bien por la ventanilla”

Either by opening the door or through the car window.

I’m not sure if this expression means either of these two actions or both actions…

(O) Bien ...... o bien ....
Either ...... or .....

There's some more information about the o bien construct in this thread as well.

When "o bien" is used alone, it can usually be translated as "or".
