It's from the Spanish show Destinos

"Y dígale a don Fernando que le mando mis mejores deseos"

And tell mister Fernando that (mando can be so many things! It can bemandate, order, command; direct, instruct; draft; dictate; delegate; send, post; ordain) my great desires....

Yea...can anyone explain this phrase this me?

Tell Don Fernando that I send him my best regards.

I did not translate the Don word because an equivalent doesn't quite exist.
Don adds a level of respect, and usually used in reference to someone older.

Another note: the titles "don" and "doña" are always used with a personal name, either alone or accompanied by family names; one does not use 'don' and 'doña' with only a family name: "don Fernando", "don Fernando González", "doña Rosa", "doña Rosa López", but never *"don/doña Ramírez".

But I guess that "Tell Don Fernando that I send him my best wishes", could be said, right?

"Regards" was fine, also are "compliments" and "wishes". :)
