No. "Que" as a conjunction -its more frequent use- bears no stress mark

Spanish is a language where subject is often tacit.
The conjugated verb "dije" already has the subject expressed. The fact that each pronoun has its own conjugation tells who the subject is.

"Le" is an indirect object pronoun for the third person singular.
