Someone I know though not intimately, has on thier web-signature this saying:
"Cuando tendremos la democracia?
Como desearia yo,
Menos demencio y mas amor.

Could someone help me to understand what is being said here?

i think Cuando tendremos la democracia? means when will we have democracy, not sure about the others though.

Como desearia yo, -> as I would wish (Like I want) ??
Menos demencio y mas amor. -> Less madness and more love (I assume demencio it's demencia (locura)=insanity, madness, dementia)

I'd probably say something like (as other people have pretty much said):

When will we have democracy? As I'd like, less insanity and more love.
