The abbreviation "DCR"

Today while watching Nicolás Maduro's acceptance speech on VTV, I noticed the capitol letters DCR handwritten on the edge of the copy of the Constitution he was holding. Could they possibly stand for something official like for example, "D...... Constitución de la República" or were they maybe just the initials of whoever he borrowed that copy from?

You're right AdA, that explains it. How did you find that site? I should have looked further before asking.

Never mind. I suppose my OS or my geographical region takes me quicker to Spanish websites.

I Googled "DCR - Constitución - Venezuela", but now that I googled "DCR - 'Nicolás Maduro'", I also found this piece of news that quotes Maduro's explanation for it. :)
