Estar claro Vs Ser claro
 
'Está' claro que El Madrid va a ganar la liga.
El mensaje que nos dio el gobierno 'es' claro.

Why the different verbs here? Thanks.

Through a process that involves the results of the team during the season, it became clear that there will be a certain outcome.

The issued message has an intrinsic characteristic, which is to be clear.
