OK, Monday morning :D. I don't speak Japanese, but the figures in microsieverts look so random that my guess is they are measurements at particular locations. These levels of radiation are far too small to identify different biological effects and of course who believes the Japanese authorities anyway?
Put into context, these are millisieverts:
Sleeping next to a human for 8 hours every night: 0.02 mSv/yr
Smoking 1.5 packs/day: 13-60 mSv/year
