sounds like Spanish spoken in the United States or "we're very sorry, we had to dub it that way; no other option lipsynched", specially the first instance.

In Spanish you never use time to express a distance through an implied speed. If you want to use time, you have to put the subject performing the action:

Vive a 200 kilómetros de aquí.
Está a 5 km.
Está cerca; caminando se llega en 10 minutos/en auto no puede tomarte ni dos minutos.
