In this context, "parecer" is actually a noun, meaning "opinion". Check the bottom page of the dictionary here.

-A mi parecer, este café está muy frío.
In my opinion, this coffee is too cold.
-Los empleados tienen que venir el sábado, no importa su parecer.
The employees must come on Saturday, no matter what they say.
-¿Cuál es tu parecer? = ¿Tú qué opinas?
What do you think about this?
-No impuse mi parecer. Todos estuvieron de acuerdo.
