You need a specialist to work it out. Besides the spelling, some uses that are not standard today:
querelloso = litigante
minutado = registrado por escrito
promiscuamente = sin acuerdo a un orden, indiferentemente
dimanar = provenir, originarse
Apparently some monks are complaining about them being assigned to monasteries different than those chosen by the highest local authority of the order (el Provincial). He who writes the document says more preliminary investigation is required (instrucción) before turning it, if needed, for trial (contencioso). "Public" funding was partly used, hence -I suppose- the jurisdiction (You need a historian for that. After the expulsion of Jesuits in 1767 I suppose the Crown wasn't willing to tolerate any hint of another "state within the state" so they might have reserved jurisdictional powers)
