I agree with Alec, when you're talking about a hotel tariff or a package of services or goods; in that case, it's better to ask "qué incluye".

- El precio incluye tarifa regular, desayuno e impuestos.
About ordering food:
¿Con qué vienen las hamburguesas? (This will ask about the whole dish, whether the hamburgers include bacon or guacamole, for example, and the garnishing, like potatoes or salad. You may also ask "¿Qué traen las hamburguesas?" Both sentences are perfect synonyms.)
¿Con qué vienen acompañadas las hamburguesas? (This will ask only about the garnishing)
You use "con qué cuenta" when you're asking about things that are a part of the object:
- El departamento cuenta con tres recámaras, dos baños y centro de lavado.
- El edificio cuenta con gimnasio, cancha de tenis y área de juegos para niños.
You can say: "
