As someone in touch with Latin American culture, it's important for you to
know that Gallegos south of out border are often the butt of ethnic jokes. Gallegos ,when they arrived in the new world 100 years ago or so were seen as country yokels. Gallego jokes, still alive and well, roughly parallel Polish jokes north of the border.
In addition this video clip is a condemnation of the right wing which is often characterized as police supporting the thugs, with whom they most closely associate, and beating the innocent one. I believe that Galicia has a tendency to vote PP as opposed to PSOE.
This is of course unkind to those police officers who do their job responsibly and intelligently, and sometimes put their lives in danger in order to preserve the peace... but it's a joke.
