I think it's international. Here, it's not the most common (or polite) greeting, but it's heard often.
And you are right, Poli, "buenos" is never used (at least in Mexico).
Instead, you may hear "días" (or "tardes"), but this is mostly used colloquially, in groups of people where there is some kind of trust.
