I believe this phrase is used to describe something depressing, like a depressingly lonely night. Songs that depress you, like a melancholy bachata, can be described as canciones para cortarse las venas.
This option is exactly how Spanish people use it.

This other option, I guess is how Spanish people in the US have added its use. And it may be spreading to other places too by youngsters.
