Welll, looks like Sosia gave you a good explanation here. (I don't remember having heard this one before, it somewhat ringed a bell, but I checked it googling it.) (Había oído campanas, y no sabía por donde... )

I believe there is other less common interpretation, something on the order that, "when the shepherds get together, it is because something extraordinary, or something bad has already happenned".

You could go with a literal translation, "Shepherds meeting, dead sheep" which to some degree would be self-explanatory... particularly, if used in the proper context...
