In this case it would mean that it is imposed to the poor people, so they can get out of poverty and is like IVA but self-imposed.
So, the last part of the sentence, which I thought was the most difficult to come up with, was correct? I suppose that it wasn't my intention to imply that it's imposed, but that it's a natural progression of the lottery. Yes, I guess self-imposed.

Is "impuesto" the correct word for "tax" here? I saw a LOT of nouns for "tax" in the dictionary, and wasn't quite sure which was appropriate here....
