Si hablas de una expresión española, creo que tener pluma quiere decir 'ser afeminado'. Si di en el clavo, eso se dice to be effeminate.

An effeminate man has womanly mannerisms or behavior. He is not particularly gay (homosexual), but may be. An effeminate man is usually dismissed as gay, or queer, even before learning that that is indeed the case. It isn't uncommon to see someone place a hand on their hip and make a limped wrist gesture with the other hand, and then announce, "Say!" (using entonation that mimics how an effeminate gay person sounds) to others around them when an effeminate man is spotted.
