In the context of the song, it seems that the fan is "taking away" the clothes. As simple as that.
However, "desgarrar" has also a connotation of "passionate love" or something like that, so in the context of the song, the usage of the word is not completely "off the wall".

Oxford Superlex gives,
desgarrar 1 vt
a ‹ vestido/papel › to tear, rip; el clavo le desgarró el vestido she tore o ripped her dress on the nail; desgarró el sobre
con impaciencia he tore open the envelope impatiently
b (destrozar anímicamente) ‹ corazón › to break; el llanto de esa criatura me desgarraba el alma it broke my heart o it
was heartrending to hear that poor creature crying like that
Discúlpenme, ¿de qué tipo de ventilador se trata, el de la canción, que causa tantos desastres?
