I have heard buenas, días, y tardes all used individually as informal, general-purpose greetings. They seem to be used with a certain intonation and in certain circumstances. For example, I haven't really heard it when you're directly addressing a person, but I have heard it when you walk into a store and you're not really addressing anyone very personally. It feels similar to walking in someplace and saying "hey" to whoever is there.
