Do want this in English that communicates the problem? If so, this is the way:
I completed the application (or form), and I still have no electricity.
This is assuming that she had to fill out a form for service. The situation is not clear. It may be that the electric company sent her a note stating that she would have electricity. In which case you would say: I have you note, but I still have no electricity (or colloquially juice).
