Tattoos on dogs ... I don't know where this will end!
(Similar wording could be used in the exclamation. It seems incredulous to the writer that anyone would want a tattoo on their dog.)
The word adónde should have been used, as that is what the verb llegar requires.
Just as English doesn't require the verb in the first part, neither does Spanish. The preposition 'a' could be used with hacer, poner, marcar, etc. In each case, it would designate the dogs as the indirect object.
