Poner pegas
I know it means to complain about something that doesn't merit complaining about. Is this strictly a term used in Spain?

I've only heard it said by people from Spain. In Mexico is never used.

Ernesto Ekaizer vive y produce en España y ha trabajado para medios españoles desde la década del 70. Se trata pues de un texto nada argentino que "erroneamente" se incluye en CREA, entre miles de otros casos similares.

Lástima que no se lo usa en este lado del Atlántico. ¿Existe un dicho semejante in américa latino? A propósito, en inglés se usa finding defects.para impartir un significado parecido.

Como sinónimo de obstaculizar o entorpecer, en México se dice "poner trabas". Cuando se usa como objetar, decimos "poner peros" y, en lengua más educada "poner reparos".

"Poner palos en la rueda", here. Also "buscarle la quinta pata al gato" or "buscarle el pelo al huevo". It all depends if it's done through an action or by means of fabricated arguments or ridiculous excuses.

I think "poner peros" is widely used, but maybe there's no uniform meaning or use. Here "poner peros" is typical of those who want to say no without really saying no. They just want you to desist without them openly refusing. This is not the only use, but "poner pegas" had sounded a bit trickier to me, like maybe using slyer means to do it. That's why I thought about people using more elaborate excuses.
I wanted to make clear that "poner palos en la rueda" is not equivalent to "throwing a spanner/monkey wrench in the works". The latter is to aggressively disrupt an already running process, the former, to prevent a process from starting or following its natural course.
