I have heard a Peruvian saying something like, "se aprecia el valle desde la colina." I think it means, the valley can be seen from the hill. A dictionary confirms this. Is this a commonly understood usage of apreciar?

Yes. The verb has a couple of different meanings, to perceive, to notice or to observe.

The company perceives a dramatic fall of its sales.
