A mi hermano - Need personal "A"?
This is a simple one and I think I know the answer but I'm not sure.
Please correct any errors. Thank you. Bob Ritter, Pensacola, Florida, USA Por favor, corregir los errores. Por favor corrija cualquier errores.

The indirect object must always be preceded with the preposition 'a'.
(It's not technically a "personal 'a'". It's the preposition used to introduce the indirect object.) |

I agree with Rusty. This is IO.
Those verbs expressing that something affects you are constructed this way. For the next examples: the thing that affects someone is the subject of next sentences (marked in pink); the indirect object is the person introduced by "a" (marked in blue). How it affects the person is marked in bold. - A mí (this is yo) me gusta ir al cine. - ¿A ti (this is tú) no te aburre ver televisión? - A mi mamá (this is ella) le encanta visitarnos. - A mis hijas (this is ellas) les molesta limpiar su cuarto. Notice the IO pronouns for each person: yo -> me tú -> te él/ella -> le nosotros -> nos ustedes -> les ellos/ellas -> les
