¿De dónde procede esa frase? Conocer el contexto nos ayudaría enormemente. En principio diría algo como:

Stop that guy who is there.

Un saludo sincero.

Do you have any more context, or do you know how the sentence is being used?
If you're certain the verb (the first word) doesn't have an accent mark over the final vowel, that makes it a formal command (imperative). Depending on the context, it can mean 'catch', 'get', 'nab' and others. 'Tipo' can be translated as 'type', 'kind', 'sort', 'guy' and more.

Update: I see that you've already been answered, but it doesn't hurt to see that we have some confusion without context.
