Ser/estar bienvenido
A flyer says "All are welcome" as Todos son bienvenidos. Is there a shade of meaning here conveyed by using son instead of están?

"Están" makes no sense.
The verb "estar" would mean that tese people have acquired the quality of "bienvenido", rather than being spontaneously welcome to a place.
