UPD: It looks like a reference to this: ¡E insiste, infausto, que ha visto a los espectros! ...and still insists he sees the ghosts! "Que" is a linking word.
He insists that he has seen the ghosts. Él insiste (en) que ha visto a los espectros. When there is no previous sentence, "que" may be used to mark an emphasis.
