"Haberlo pensado antes"?

I have the passage below and am confused by the phrase "Haberlo pensado antes". The translator tells me it's "You should've thought of that before", which seems to make sense, but shouldn't the word "deberías" or "debería" come before "haberlo"?

The translation you wrote is fitting, even though it isn't a literal translation.

The phrase has the meaning your translator gives, but it isn't totally developed. It's understood that 'should' is in play.
