I agree with Rusty.
The contract remains in full force and effect. El contrato permanecerá vigente. El contrato permanecerá en pleno vigor y efecto. Although it's much shorter, "vigente" does equal "in full force and effect"

En plena vigencia de la ley del estado. Full force of the law of the state in. I'm not sure it's correctly translated.
