I think I've heard "fixer-upper" from USian friends, but I have no idea what a "starter-upper" would be. ¿Algo que se puede arrancar?

1) An apartment ready to move into and 2) An ideal apartment as the first step on the property-owning ladder, i.e. an entry-level property. |

Definitely, Perikles - In NAm English entry-level property = "starter home",
or a "starter-upper" apartment as Poli said. (perhaps for newlyweds who can't afford much at this point...)
