I've noticed that a tax is always 'sobre' something: impuesto sobre la renta / impuesto sobre el valor / impuesto sobre el valor añido etc., although this describes the kind of tax, not who is paying it.

Yes, what you meant was quite clear. What you said was possibly grammatically correct in Spanish, I was just questioning the preposition, but you may be right. I don't think Bob liked the sentence.

laepelba is correct, although the phrase should be:
La lotería es la cosa más vil, es un impuesto para los pobres. In this case it would mean that it is imposed to the poor people, so they can get out of poverty and is like IVA but self-imposed. |

Un impuesto para/a los pobres (a tax for the poor) -> Un impuesto que pagan los pobres (the poor pay this tax)
Un impuesto sobre los pobres (a tax on the poor) -> Un impuesto que se pagaría de acuerdo al número de pobres (people would pay this tax because there are poor people)
