Hola a todos,

La frase en cuestión es del libro Tinta invisible de Javier Peña.

El diablo de la soberbia y la envidia amenaza a los escritores por todas partes. Como escribió Daniel Defoe, Satán no tiene morada fija porque parte de su castigo como ángel caído estriba en carecer de un lugar donde posar la planta del pie. Quizás Mary Shelley debió haber pensado esto cuando le presentaron a un hombre errante llamado Edward Trelawny. Era el hijo menor de una familia de abolengo en horas bajas. Siempre tuvo la arrogancia de quien se cree de la realeza y la envidia del hijo sin herencia. A los doce años su padre, que no soportaba su rebeldía, lo alistó en la marina; al borde de la treintena se había convertido en un guardiamarina con poco futuro.

Does "en horas bajas" refer to "familia de abolengo" meaning rich and well-known family that had hard times?

Or does "en horas bajas" refer to "hijo menor" meaning that his childhood was unhappy?

Yes, in Spain horas bajas means off-peak hours, low season, and figuratively, hard times, rough patch.

In Argentina we'd say familia de alcurnia venida a menos.
