Revisar a la baja
Exigimos al Gobierno que no autorice ni una sola granja más de engorde de atún. O bien las autoridades emprenden acciones serias para recuperar las poblaciones de atún rojo, empezando por revisar a la baja las cuotas de pesca o en muy pocos años asistiremos a su extinción comercial.

Does revisar a la baja las cuotas de pesca translate as ‘to review the falling / decreasing fish quotas’?

To lower the red tuna fishing quotas.
In this case revisar means to consider change. (to change for the lower the fishing quotas)
