"Dirigirse a alguien" can be said for writing a letter addressed to someone and to talk to a person that can help you.

Dirigí mi mensaje al jefe del departamento.
Cuando escriba la carta, diríjala al Lic. López.
No sabíamos si dirigirnos al presidente o a su ayudante.
Me dirigí a la secretaria para inscribirme en el curso.

Can "address someone" be used for both situations?

= ... whether to address the president ...

= I asked the secretary to enroll me ...
