poner el reloj en hora to put the clock right (set it to the right time). Perhaps it means to try and be on time.

PD: perikles has a better translation "to put the clock right "

It was in a newpaper article «Madrid se pone en hora con China»

I now thnk that in this context, it may mean gets in sync with.--- we use sync instead of syncronization in this case.
