Comparing knowledge and mastery

I once heard a completely bilingual person say something like "Spanish is easy to learn but hard to master, while English is hard to learn but easy to master." Maybe I have it backwards, or heard it the other way round. Maybe it varies for each individual. Any opinions?

All languages can be learned (easily or with difficulty, depending on the person) but to master them takes a lifetime.
