Si , se dice cuando te obligan a aceptar ciertas condiciones que te son desfavorables.

Por ejemplo : "Tuve que entrar al trapo con las condiciones de mi contrato"
"No pienso entrar al trapo"

As aleCcowaN said , "el trapo" refers to the"capote" of the bullfighter.
