India tiene la red ferroviaria más extensa del mundo pero está muy antigua y los trenes circulan baja velocidad en la mayoría de los recorridos. Por eso, el gobierno indio ha invitado a la empresa española Talgo con el plan de reducir los tiempos de viajes en tren

How does the less common use of ‘estar’ (rather than ‘ser’) with ‘antiguo’ above change the meaning of the expression?

Using 'estar' with 'antigua' means that the person was surprised (or caught off guard) by how ancient something appeared to be.
