Yes, "el programa de televisión".

I can't say what is that "A todo luna" ("Luna", I presume) but it may be "A todo Madonna" (Madonna in her more complete style, in the best of hers)

Hmm... sigue sin tener mucho sentido, pero así como se usa en la canción "¡A toda luna, despeguen ya!", parece que es algo como ordenar que la nave despegue con toda la capacidad de la nave espacial, como decir "a toda velocidad" (at full speed).

Supongo que en el caso del programa de televisión quiere decir que los niños se van de viaje con todo el entusiasmo, la disposición y la atención para disfrutar y aprender de la supuesta aventura.
