Cómo se pronuncia los números ...

¿Cómo se pronuncia correctamente los números largos, años, y los decimales cuando se habla? Por ejemplo:

4.600 en español es igual a 4,600 en inglés, así cuando estoy hablando, ¿lo pronuncio, «cuatro mil, seiscientos,» «cuarenta y seiscientos,» o «cuatro punto seis mil»?

a la inversa:

2,38 en español es igual a 2.38 en inglés, así ¿cómo lo pronuncia, «dos treinta y ocho,» o qué?

y los años:

¿lo pronuncia, «veinte doce,» o «dos mill y doce?»

Estoy agredecido por su ayuda. Yo sé que esto parecen preguntas tontas, pero quiero hablarlo correctamente.

Now I remembered 2,38 can also be "dos treinta y ocho". For example it is usual when talking about stature:

Mi hermano mide uno setenta y cinco (1,75).

60 = sixty
69 = sixty-nine (the hyphen is necessary)
70 = seventy

16 = sixteen
17 = seventeen
