Indirect Object Pronouns

I was doing my lessons and noticed similiar phrases that some used the indirect object pronoun and others didn't and I couldn't figure out why. Here are some examples:

Donde me sugiere que coma?

Sugiere usted que yo estudie 5 horas?

Not sure why it is used in one but not the other.

Cuando el objeto directo se presenta en forma de subordinada, usar o no un objeto indirecto depende normalmente del gusto del hablante. Añadirlo resta ambigüedad, por ello en la primera frase no aparece el sujeto "yo" del presente subjuntivo; sin embargo, tampoco resulta necesario para la correcta compresión del texto.

¿Le queda más claro?
