Ah, bloody subjunctives, I never know when to use it!

In this case, though, it's because it's a desire I have, right?

In this case, it's because you're choosing to sound respectful and polite. The conditional tense querría should be used only if there is a real condition on which you base your desire to do something, like 'querría ir contigo si fuera el viernes (I would only want to go with you on a Friday).'
Always use quisiera at the beginning of a request to express I would like.

Using the imperfect subjunctive as a polite form only applies to the main verb, not the verb in a dependent clause.

This usage is limited to the verbs querer, poder and deber, by the way. The last two can be used in the conditional and mean the same thing, but the imperfect subjunctive can be used out of respect.

Yeah I don't mind me, but I feel that you offered help to her when she mentioned that need help. by that I told you that if you need offer her help, you must use Querra or Querría help anyway.

Well, she wasn't requesting help, she was offering help. Try reading the her post again.
