The only term I've seen used for highway shoulder in Mexico is acotamiento. Others may have more expertise in other countries.

En México, acotamiento is shoulder and camellón is the divider strip in the middle of a divided highway or boulevard.

Sí, Pablo y David: en México es "acotamiento" y un camellón divide por el centro una calle o avenida.
