Sí me explico, una convocatoria quiere decir que es una notificación via BOE o via oficial, y de ayuda al transporte , quiere decir que en ella después de entregar unos documentos puede que te la concedan o no, sería reembolsar parte del dinero que ya te has gastado.

It's a vague term but in the states I think we call it a travel voucher.
You fill out a voucher (planilla) to get reimbursed for your travel expense.
