Cerrar zanjas

Empezar a cerrar zanjas. Does this mean putting the finishing touches on?

Hasta donde sé, "cerrar zanjas" es reemplazar las zanjas a cielo abierto que sirven de drenaje del agua de lluvia por conductos de concreto soterrados, mejorando la higiene y aspecto general, y ampliando así las aceras y calzadas sobre ellos.

"Cerrar zanjas" se usa en sentido semi-figurado para describir tareas de mejoramiento urbano y el pasaje de un ambiente semi-rural al urbano. En ciertas ciudades donde se tiene el recuerdo de un alcalde/intendente/gobernador que "cerró zanjas" y produjo grandes progresos urbanos en general, y en particular progresos que igualan el equipamiento urbano de los barrios pobres con los de las zonas céntricas, podría simbolizar esto último

agree. I do not see any great figurative meaning.
They are only closing the ditch. You can understand they are finising a big job, or that someabody did do a good work, but if it means something (an end of a change period, a big infraestructure change, etc. ), it's necessary a context.
