Hacer una huelga

Hacer una huelga es la mejor manera de protestar.

I'm not convinced by the use of hacer. Is it correct? Is there a better and more suitable verb I could use?

hacer huelga
organizar una huelga
promover una huelga
llamar a huelga
declarar huelga

[llamar a / declarar una] huelga general (many unions at the same time)

hacer (una) huelga de brazos caídos (the workers occupy the premises but they don't work at all)
